Climate emergency: time for planning to get on the case

This paper investigates what local plans can and should do to tackle the climate emergency, and looks at how recently-adopted plans are shaping up. The findings are based on CPRE research into all local plans adopted since the government introduced the national, legally-binding 2050 target for net-zero carbon.
